Dover, the capital of Delaware, has had its ups and downs over the past decade when it comes to drug and alcohol abuse. While some issues have seemed to improve, others have spiked, bringing the annual death numbers higher and higher. Kent County, home of Dover, saw a death rate of 18.1 per 100,000 people in 2017 as a result of substance abuse.

While Dover, along with the rest of Kent County, has lower numbers overall, their rates based off population are soaring. Of the 2,075 opioid-related emergency department visits throughout Delaware from 2016 to 2017, 191 of them fell within Kent County. Within the first five months of 2018, Delaware had already seen 106 deaths. 13 of which happened in Kent County.

Opioids in Dover

While other larger cities and states are seeing some kind of decrease in drug-related deaths, deaths in Dover have continued to climb. From 2013 to 2014, there was an 87.5% increase in heroin-related deaths. For many cities, 2014 was a peak year. The much larger New Castle County, Delaware, even saw a slight decrease from 2014 to 2015. However, Kent County kept climbing by another 10%

While use of heroin seems to not be stopping, abuse of prescription drugs looks to be falling in Kent County, as 2015 saw a 34.6% decrease in overdose deaths from prescription drugs.

Fentanyl Spreading in Dover

Across the state of Delaware, fentanyl is involved in 60% of all drug-related deaths, and Dover is no exception. In fact, from 2013 to 2014, fentanyl use grew by 89% in Kent County. Dover officials have warned that any drug purchased illicitly could contain or be laced with fentanyl. This may not seem like an issue to some, but it has regularly become the difference between life and death for people suffering from addiction.

Fentanyl is 100 times stronger than morphine. Due to its potency and low cost, more dealers are using fentanyl to make a larger profit. However, they rarely have the equipment to properly measure the synthetic opioid and frequently give people too much. This, partnered with the fact that many who take fentanyl do it without their knowledge, is causing people to overdose more and more each year. This has even resulted in other states ruling the sale of fentanyl as premediated murder.

Of the 21 methamphetamine labs that Delaware’s Emergency Response Team responded to in 2015, 14 of them were within the border of Kent County. While numbers of meth-related deaths are comparatively low, the process of making and distributing meth in a community can be toxic.
