After a spike in fentanyl-related deaths in 2015, the city launched “Operation Denial” to curtail drug trafficking in the area. The following year, drug overdoses doubled again to nearly 500 in 2016, prompting the city to allow the sale of anti-overdose medication, naloxone, in pharmacies.
