The state of Ohio is currently suffering from some of the highest rates of substance abuse and overdose in the country, and the city of Toledo is no different. Cocaine Availability on the Rise in Toledo

Over the past decade, a rise in availability of powdered and crack cocaine has been spotted by the Ohio Substance Abuse Monitoring Network (OSAM). Surveyed active and recovering users reported that in January of 2017, the availability of powdered cocaine in Toledo, on a scale of 0-10, was a 10. In January of 2009, that availability was as low as a 2.

The National Forensic Laboratory Information System (NFLIS) recorded 707 cocaine cases within six months, (July through December of 2016), coming from Toledo, with 27.2% coming out of Lucas County alone.

In the Youth Risk Behavior Survey (YRBS) conducted by the Ohio Department of Health in 2013, 3.8% of high school students surveyed reported trying some form of cocaine in their lives. This number will naturally increase as population and availability of cocaine grows. While no more recent survey has been released, it would not be a stretch to imagine the number of total students who have used cocaine grows with the availability.

Heroin and Other Opioids in Toledo, Ohio

Despite this increase in cocaine, OSAM reports that heroin and prescription opioids are still the most in demand. Fentanyl, a prescription pain reliever, is used to cut with cocaine, and has been involved in many cases. OSAM reported 595 cases of prescription opioid use from June 2016 to January 2017, 44% of which involved fentanyl. YRBS reported that 12.8% of students in Ohio (2013) had admitted to using a painkiller without a prescription, and students with a disability are nearly twice as likely to abuse a prescription drug.

The market for prescription drugs is constantly in flux based off availability. So, heroin filled in as a cheaper alternative for many going through withdrawals. Heroin has been more readily available throughout the years, and was involved in 728 cases in Toledo (again, from July through December of 2016).

In 2012, the last reported year, 680 had died from heroin overdoses.

Prescription drug use was the highest abuse among high school students, which makes them more likely to turn to heroin later.

Toledo is holding the manufacturers and distributors responsible for “alleged fraudulent and negligent marketing and distribution of prescription drugs.” $400,000 of taxpayer money went to the Toledo firefighters to respond to opioid related emergencies in 2017.
